Annexation and Boundary Adjustments
Annexation
Annexation is a legal process that allows property located in an unincorporated township to be incorporated into a neighboring city or village. Annexation petitions and filings follow a defined procedure, established under Chapter 709, to ensure accurate record-keeping and compliance with state regulations.
If a proposed annexation is approved, the auditor or clerk of the impacted municipal corporation must file copies with the county auditor, county recorder, and the Secretary of State. This ensures the annexation is legally recognized and recorded at all levels.
Annexation Petition Requirements
Reference: R.C. 709.39
An annexation petition must include all necessary documents and maps, prepared in accordance with state requirements. Petitions must be printed on single-sided letter or legal-size paper.
Annexation Filing Requirements
Reference: R.C. 709.06
When submitting an annexation filing, include the following items:
Petition for annexation, completed and signed as required
Accurate map or plat of the property area to be annexed
Transcript of the proceedings of the Board of County Commissioners
Resolutions and ordinances passed in relation to the annexation
Certificate signed by the auditor or clerk of the municipal corporation, authenticated with the official seal, verifying that all documents are true and accurate
Filing fee of $5, by check or money order, made payable to the Ohio Secretary of State

Boundary Adjustment
Any two adjoining municipal corporations may agree to change a boundary line separating them (R.C. 709.37). To do so, the following documents must be filed with the Secretary of State’s office on single-sided letter or legal-size paper:
Transcripts of the ordinances
Copy of the Agreement
Resolution certified by the board of county commissioners
Include payment of $25 via a check or money order made payable to “Ohio Secretary of State”, and send documents and payments to:
