Minister License
Applicants
Any ordained or licensed minister of any religious society or congregation may obtain a license to perform marriages.
Application Instructions
File online at the Ministers Records Portal.

Fill out the Application for Minister License.Attach or include a copy of your credentials.
The fee is $10 per application.
Please complete and submit your application on a computer, laptop, or iPad. Do not submit by phone.
Credentials
Credentials may either be an official certificate or letter, on proper letterhead, from the religious society or congregation.
The credentials must state that the applicant is a regularly ordained or licensed minister of the religious society or congregation.
Out-of-state credentials are accepted (R.C. 4796.02-4796.05)
A certificate marked as an “unofficial” copy will be rejected.
Audit Numbers
The Ohio Secretary of State’s office does not assign an audit number to the minister license.
If a marriage license requests similar information, the probate court can perform a search of our records on this website.
Name or Address Changes
Name or address changes can be filed online at the Minsters Records Portal.
If you want your new name on your license, you will have to file a new application and pay the application fee for the new license.
Cancellation of License
To cancel your license, file online at the Minsters Records Portal.
Select “Cancellation of Minister License.”
Select the license you want to cancel and then select “Submit.”
You will receive an email confirmation of the cancellation.
